BACKGROUND
Canada World Youth was founded by the late
Canadian senator, the Hon. Jacques Hebert with the
mission of increasing young people’s ability to
participate actively in the development of just,
harmonious and sustainable societies. Three years
after it was established, Canada World Youth (CWY)
signed an agreement making the Republic of the
Philippines (RP) one of CWY's partner countries in
Southeast Asia. In the agreement, Canada World
Youth, represented by Jacques Hebert, and the Youth
and Student Travel Association of the Philippines
(YSTAPHIL), represented by Sylvia Munoz, agreed to
implement an exchange program with Filipino and
Canadian participants. The RP-CWY program’s goal
was to develop and enrich program participants’
awareness and understanding of global and local
development issues.
THE PROGRAM
The RP-CWY program was implemented for the first
time in 1974. That year, thirty-five Filipino youths
selected from different parts of the Philippines joined
35 Canadian youths for program activities in Canada
and in the Philippines. The program coordinator for
the Philippines was Ida Huliganga and for Canada,
Diana Rivington. The program commenced with 4
and ½ months of activities in Canada. The Filipino
group left the Philippines in September 1974. They
met up with their Canadian counterparts first for a
few days of orientation in Seba Beach, Alberta, and
then for four different project sites in Saskatchewan
(2 months), and in Ontario (2 months). In January
the whole group left for the Philippines for another 4
1/2 months of project activities hosted by various
provinces of the Philippines.
The RP-CWYE was implemented for several years.
Several groups of Filipinos and Canadians met in
Canada or in the Philippines to continue exploring
development issues through project work in local
communities. Living or hosting arrangements changed
over time but the basic goals of the program remained
the same. In 1983, political uncertainty and security
concerns in the Philippines forced CWY to halt the
program.
REVIVAL
In 1999, aided by the revolution in global
communication spurred by the Internet, Susan
Reynado-Hall, Seth Papasin and Lucille Burry-Yates
(all 1974-75 alumni) established contact with each
other and began to reach out online to RP-CWYE
alumni. 125 Filipino and Canadian RP-CWYE alumni
from different program years were “found”, and on
June, 2001 reunion in Toronto was organized.
The reunion not only got off the ground but was a
resounding success. The occasion was graced with the
presence of CWY founder Jacques Hebert and then
CWY Vice-President John Cawley. During the
reunion, a core group of Filipino alumni met with John
to inquire about restarting the program in the
Philippines. Since that meeting, the group has
continued its efforts to resurrect the RP-CWYE.
Thus, the RP-Canada World Youth Alumni
Association, Inc. was born and officially incorporated
in August, 2006.
The RP-Canada World Youth Alumni
Association, Inc. (RPCWYAAI) is a non-stock,
non-profit corporation whose mission is to carry on the
legacy of Canada World Youth in the Philippines through
youth development and community involvement
programs.
RPCWYAAI has formed alliances with Ecolife
Foundation to promote farming of biofuelproducts.
RPCWYAAI is a membership organization for past,
present and future participants of Canada World
Youth-Philippines. Honorary membership may be
granted to individuals who were or are not themselves
participants but who were or are involved in program
activities as administrators, resource persons, and host
families.
RPCWYAAI will be supported by membership fees and
funds raised by the Canada World Youth Alumni
Foundation, Inc., its fund-development arm based in
Canada.
The Canadian Embassy in the Philippines has
recognized the RPCWYAAI as one of their partners in
promoting youth and community development
programs between two countries. On September 26,
2006, the RPCWYAAI Officers and Board of Directors
were officially inducted into office by John Gooding,
CIDA Officer and former CWY participant to Sri Lanka
at the Embassy in Makati City, Philippines.

Alumni Association, Inc.
(RPCWYAAI) was organized in
response to the challenge posed
by the Hon. Jacques Hebert at
the 2001 Reunion in Toronto, Ontario, Canada to continue
the work that CWY had begun.

OUR GOAL
RP-Canada World Youth Alumni Association aims to
promote participation and cultural understanding,
increase awareness of development issues and strengthen
personal and professional skills of our youth.
